IE admin template for IE10 and IE8

the network has XP ad Win8 workstations.

IE10 Admin template - 1st priority (startup page) is set for Win8 users

but Win8 users sometimes logon XP workstations

Even IE8 admin template is set as 2nd priority.

Win8 users still fail to apply IE8 admin template at XP workstations.

Is the priority of IE template used as this way?  or other way to do it?
