IE 9 - Trying to set local intranet sites to load normally, but have a few load in compatibility mode

I've got IE9 installed on my workstations and I've added sites I want to load in compat mode to my GPO in the following location:

User Configuration\Policies\Administrative Templates\Windows Components\Internet Explorer\Compatibility View

Use Policy list of internet explorer 7 sites - enabled and my local intranet site has been added to the site list.

The problem I'm having is that it doesn't appear to actually be enforcing that behavior.  I go to the site in question, and it doesn't load in compat mode.  I can click the compat mode button and it runs in compat mode and fixes the graphical issue. I know the site can run in compat mode, but for some reason the policy list of sites isn't enforcing through GPO to load the sites in compatibility mode.

I have verified that under Tools>Compatibility View Settings the checkbox for "Display intranet sites in compatbility view" is not checked.  That is how I want it set, because we don't want all of our local sites loading in compat mode, only the ones I designate.

I've also run rsop.msc locally and verified that I see the GPo setting is enabled, and I can even click on the list of sites to verify my site is listed.

For all intensive purposes, the GPO is being applied to my workstation and every setting I can think to check looks right.  Does anyone know why it's not forcing this behavior?
