HTA file will not run correctly

I am having a problem with launching a 3rd party application that uses .HTA files. 

My computer is a 64-bit, Win 7 Professional w/SP1, IE8.  The application requires Java 6.14 minimum.  It is a clean install - OS with required device drivers, Java, and the 3rd party application.   (I have an older 32bit Win7 computer that I have been able to test with, and the application works perfectly on it).

After installing the application, I get the following error message when I launch it: "Make sure that the following IE setting 'Tools->Intranet Options->Security->Custom Level->Initialize and script ActiveX controls not marked as safe.'"  

I have configured all of the IE security settings (Internet, Intranet, Trusted Sites) to allow ActiveX controls.  In the Advanced Tab under Security, I have checked "Allow active content to run in files on My Computer."

I have tried multiple different Java updates - 32bit & 64bit; ver 6 thru ver 8 - and the error does not go away.

I have upgraded to IE9, and no longer get the error...BUT...it still doesn't work.   With IE9, the application will start, but the buttons on the page do not work (the mouse switches from an arrow to a hand when I move it over one of the buttons, but nothing happens when I click on the button).   One of the buttons is "Cancel" and should close the app...but it doesn't.

I have spent many fruitless hours searching on-line and have not found anything that helps.

Any thoughts, insights, or idea are greatly appreciated.
