IE9 Group Policy Add-on list blocking Javascript

I am trying to configure the two Internet Explorer policy settings 'Add-on List', and 'Deny all add-ons unless specifically allowed in the Add-on List'.  I've been through and specified a whole stack of add-ons and ActiveX controls I want to run, and the list is applying successfully.

The problem now is that any page that relies on JavaScript is not loading.  I did a bit of digging around, and found that I needed to add the CLSID for JavaScript to the list.  I've gone and done this, but even after adding these entries, pages which use JavaScript fail to load properly.  

I'm certain there are no other security settings that are causing issues - I can cause the fault to occur immediately by enabling 'Deny all add-ons unless specifically allowed in the Add-on List', and I can fix it by turning that setting off.

Running IE9 (32-bit) in Windows 7 Enterprise.
