Set Trusted Sites Security to LOW

Using Windows 7, IE 11

When I change security level for trusted sites to LOW under Custom Level >> Reset >> Yes it does not save the setting. Goes back to Medium. Running IE as Administrator makes no difference.

Any ideas?
