Remove GoogleToolbarNotifier.exe *32

I have IE9 on 64-bit Win7. I try very hard to keep junk from burdening my IE. Almost any software I install on my computer wants to add toolbars, and I always answer NO. Occasionally they don't ask permission, and I yank it out by the roots afterward. I wound up with various Google toolbars along the way that i can only deactivate but not remove completely.

Today I was cleaning out some junk with Task Manager, and came across GoogleToolbarNotifier.exe *32. I tried to End Process, and I got Access Denied, even though I am Administrator on my computer. Now that's evil!

How do I get rid of it? Even if I wanted it (which I defintely don't) I would want to remove it on general principles. How dare they intrude so deeply on my machine that their SW can't even be removed by the Administrator?
