Internet Explorer 10 Group Policy

We have Windows 2008 R2 and Windows 7 only in the company.  We don't have Win2012 and Win8 yet. 

I would like to configure proxy and bypass list to any IE10 installed on Windows 7. 

I managed to configure it via IE10 group policy (User Configuration\Control Panel Settings\internet settings).  However, I also notice, some of the settings are also pushed or restricted by GPO (eg: settings in security zone:   internet zone, local intranet zone, trusted zone, restricted zone etc. )  This means, after customized some settings in security zone, as long as I restarted the IE, the settings went back to what GPO was configured. 

I just want to set proxy and bypass list for users via GPO and the GPO applied to users whenever they connected to office network every morning.  Other settings should leave it to the users and should not affected by GPO. 

Anyway to set this?
