How do you enable event logging for Internet Explorer in Windows 10, and how can I verify that it is enabled?

Please see the title - two parts, but this is my only question.   I do not need help resetting IE, or troubleshooting IE - I want to enable IE event logging, and I am looking for a step by step guide to doing this.  It seems as though I have it enabled, but the log has zero entries.

If you look, you will see that the log exists in Windows 10, and at least on the machine I am on, the properties say enabled (although that is greyed out and cannot be altered).    The way I see it there are a couple of possibilities here:

1)  Logging is a relic that doesn't actually work and for whatever reason was never removed from the code tree.

2)  Logging is not enabled despite what the properties sheet says.

3)  Logging is enabled, but I have no way to verify it because it will not log any events.

Please help me (and a bunch of other poor souls who have asked this question on multiple forums) figure this out.
