Silverlight blocked by Windows 8; IE10 (since 11Oct16)

Hi,
Since 11Oct16, started seeing an IE "Notification Bar"="Silverlight was blocked because it is out of date and needs to be updated."
Then, Unable to install Silverlight; The same version of Silverlight is already installed.; MSGID 1514
The IE Security settings Andy ONeill mentioned are all set as he suggested with one exception: Allow ActiveX Filtering=Enabled

Digging into this and educating myself for ~2 days suggests the RootCause is clearly due to
<>local versionlist.xml(DateMod=161011); autoupdated by IE; code I'm seeing rejects Everything below (but not including) Silverlight 5.1.50709.0
<>seems Microsoft only has one (1) MASTER version of versionlist.xml at a time; they update that MASTER when & how they decide.
<>MACHINE=15r has Silverlight (64-bit) [Version 5.1.50428.0] which CONFLICTS with current local versionlist.xml file.

<>My theory: I started seeing this popup on 11Oct (same date IE apparently autoupdated the local versionlist.xml file).
(backups here show local versionlist.xml file prior to 11Oct only rejected Everything below Silverlight 5.1.41212.0 which explains why I was not seeing popups)

<>My QUESTION1: If Windows Updates doesn't offer this machine any Silverlight updates beyond 5.1.50428.0, why did my IE10 update local versionlist.xml file on 11Oct (which is rejecting local Silverlight)?
<>My QUESTION2: If you were me, what options would you consider, in what order, & why to get rid of the "Silverlight was blocked"?
