Hi,
I am having an issue that is driving me mad and I know that others have had the same issue but I can’t really find any threads online that will help med solve the
problem.
When I open IE 11 as a regular user (no admin privileges) it does not always display the start page. The loading “circle” on the tab keep spinning as if it is trying
to load the page but nothing happens. Now if I open another IE11 browser it could work perfectly in the new browser window.
It does not matter if I try another URL, it does not matter if I open a new tab.
If the start page does not load then no other page will load either.
Scenario 1:
I open 10 IE11 browsers and all of them load the start page perfectly
Scenario 2:
I open 10 IE11 browsers none of them could load the start page
Scenario 3:
I open 10 IE11 browser and anywhere between one to all ten of them will start page perfectly.
The issue is not the start page as I have tried with msn.com google.com, you name it I have tried it.
Protected mode is OFF.
Hardware acceleration is OFF.
This is a brand new installation and it does not matter if I do the installation once or ten times. The same issue still occur. I am running the latest Enterprise
release Win 10 OS from November 2015.
I am a senior system admin so I know what I am doing and what to look for.
In this case however, I am totally lost as I do know how what on earth could be causing the issue
If I run iexplorer.exe as an administrator however, then it works every time, but this is not a solution as domain users do not have admin privileges and will never
have.
Here is a perfect example of when I have opened multiple IE11 browsers.
As you can see 4 of them are not loading the start page

If the issue does not persist in Internet Explorer (No Add-ons), then it is one of the add-ons causing this issue. Please follow the steps below to locate the problem add-on low:
Disable add-ons from here:

You can go ahead and try the step which you have mentioned to disable the Nortan security software temporarily and check for the issue.
Warning: Security software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other
software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.
